This study aims to examine regional planning: through a structural model approach on the effect of internal conditions on integrated agricultural systems of rice fieldbuffalo livestock in Humbang Hasundutan District, by analysis method of structural equotation modeling (SEM) with IBM SPSS® Amos 22 device. The results concluded; a) Both agricultural internal conditions have a significant positive influence on rice field-buffalo livestock integrated agricultural system with path coefficient of 0.52 (CR 2,203> 1,96). b) Both agricultural internal conditions have a positive and significant influence on regional development with a path coefficient of 0.24 (CR 2,204> 1.96. c) Rice fields-buffalo livestock integrated agricultural system has a significant positive influence on regional development with path coefficient of 0,53 (CR 7,221> 1,96. d) The indirect influence of agricultural internal conditions on regional development by the intermediate of the rice fields-buffalo livestock integrated an agricultural system of 0.26 and indirect influence was 0.28, with a total influence of 0.52. Based on the conclusion it is suggested that the government; a) construct road facilities to facilitate farmers in transporting their crops, b) establish agricultural development programs for long-term purposes in increasing production, that it will have an impact on regional economic growth, c) improving farmers’ ability to develop their farms so as to have an impact on increasing incomes and regional development.
